The District of Columbia (DC) is not a state -- Congress has absolute legislative power over DC, although there has been a limited home rule since the 60s.
Puerto Rico is not a state. It is a commonwealth. They could vote to become a state if they wanted to -- they could vote to separate from the US too! -- but they haven't voted to do either so far.
(DC can't vote to become a state -- it would require a constitutional amendment.)
There are also other non-state territories in the U.S. that are not states, like Guam. But there are only 50 states! |

You do know that the D in D.C. stands for "District", correct? Its a District, not a state. Neither is Puerto Rico or Guam. Its only 50. |

D.C. is not a state, it's a District.
Puerto Rico is a U.S. Commonwealth- and while it does enjoy many of the benefits of statehood, it is not a state. |

There are 50 states. Period. Puerto Rico is not a state, or a commonwealth. PR is a territory of the US. DC is basically it's own separate entity (the federal government). |
