Actually you can take the Amtrack from Sacramento to Richmond for $19.00 one way, on Amtrak you can buy a $10.00 Bart ticket for $8.00. I know thats over your $20.00 limit but it is close and beats taking city buses all the way.
If you are really firm on the $20.00 do what alot of people do and pan handle at the Richmond station until you get your fare.

It is possible! To get there for under $20 bucks, you would have to ride "city buses" in every city between Sacramento and SF. It would probably take all day.
You would need to go to each of the cities bus websites below and see what the connections times are. avg. fare is $1.50 per leg, should come out to about $15-18 dollars.
Sacramento city bus to Yolo bus
Yolo bus to Dixon bus
Dixon bus to Vacaville bus
Vacaville bus to Fairfield bus
Fairfield to Vallejo Bus
Vallejo bus to Richmond bus
Richmond bus to San Francisco |

Yes, take the 42 bus to Davis(be sure to ask for transfer) get off at memorial union(universityof davis)walk afew feet left catch the Fairfield bus, get off at the Fairfield mall, stand there, wait for the Benicia, Valleo bus, get on, get off in Valleo, walk west three blks, wait for the ferry, get off the ferry you are there. Sound easy? It is not. The ferry does not run very often. Get all recent time scheduals from Yolo, Sac transit and Valleo ferry schedual.
You would need to catch the earliest 42. On second thought forget it, it would take all day. You would miss the last ferry back to Valleo. The buses stop running at 12:00 pm |

it is only 19.00 to take the amtrak
from san fran go to the amtrak station and board the amtrak connector bus. it is free with your train ticket. that bus will take you to emeryville right there where you get off the bus is the amtrak train buy your train ticket there and it will take you to sac. its a 2-3 hour trip.
when you board the bus just tell the driver you are going to get on amtrak so he doesn't charge you. the bus is strictly for amtrak riders. |

sure, a toyota corolla or prius would give you a pretty good mileage (30-35 mph), and with a toll thrown in (i think it's currently around $4.00), you'd be home in under $20 comfortably, with gas to spare. :D |

nope, i live in sac, it cost a boat load to get there. you might check bus prices but i am pretty sure that you can't. |

Sacramento is about 100 miles away for math purposes, A car that gets 25 mpg at $4 a gallon would cost $16plus toll at Benecia Bridge would be $20 total to Sac. |
