It's both. However, the area is not the same. The county of LA contains 88 cities, 87 small ones and the city of LA, which is the biggest.
With San Francisco, the city and county cover exactly the same area. |

A "county" and a "city" are both governmental jurisdictions that provide varying services and protections to its citizens. In the case of Southern California is is often common for both jurisdictions to have the same name.
So to answer your question "Los Angeles" is an autonomous, incorporated city that lies within the "County of Los Angeles" which contains the City of Los Angeles and roughly 88 other incorporated cities. |

LA is both a city and a county. The city of Los Angeles takes up a significant part of LA County, but not all of it, or even the majority of it.
If you are on the phone with Directory Assistance, you would say "Los Angeles, California". There are so many area codes in the LA area now, it's all computerized, so simply saying LA/California will do just fine. |

Los Angeles is a city, It also has it's own County..
Similar to Riverside (located south/east of LA) has Riverside County. :)
LA is seperated into many districts as well.
So it's City>County>Districts
To answer your 2nd question, if you're calling someone in Los Angeles then you will say "Los Angeles" and tell them the area code if you know it. Usually you don't call people by county. |
