Every year in Burlington, Wisconsin there is a chocolate festival. The main factory of Nestle is there. The whole town smells like chocolate :)

Re Hershey Penn, I went to see the chocolate factory when I was a kid (1960s) and it was great; plenty of free samples were given out. I later returned (1990s) as an adult and found that the factory tour had been replaced with an exhibit and no more free samples! I felt ripped off. I don't recommend going out of your way there

If you want more traditional chocolate, you can also visit the Hershey's factory in Oakdale, CA - it's about two hours away.
