It is on an island in the middle of New York Harbor, and it is considered part of NY City. Nothing to do with how close it is to whatever.

(After all, Alaska and Hawaii are part of the U.S. and they are substantially close to other countries. Well, Liberty Island is part of NYC, no matter what it is close to.)

The Statue of Liberty is in the borough of Manhattan, but not on Manhattan Island.

It is on Liberty Island, not on nearby Ellis Island which is where the Immigration Center was located. The island is technically in New York State, but is completely surrounded by waters which are technically in New Jersey. This is unlike Ellis Island, where the original part of the island is in New York and the part of the island that was unnaturally added on is in New Jersey, because since it reclaimed water which belonged to New Jersey.

The island is southwest of Manhattan Island, although it is actually closer to Jersey City, NJ than it is to Manhattan Island.
You can get there from ferries which leave Battery Park at the southern tip of Manhattan Island or from ferries which leave Liberty State Park in Jersey City.

IT's actually in NJ just like the Giants and Jets

It's slightly South and West of Manhattan next to Jersey City and Liberty State Park.

I lived and worked there for 3 years.

Google Earth shows it in Brooklyn NY, but it is 1.5 miles from Manhattan and 1.3 from Brooklyn in NY harbor, however Jersey City and Liberty State Park (in NJ) is only .3 miles from the statue.

You decide. Some of the answer below, especially the one that mentions the court case are right. It's officially NY, but the reason is just to mystify NYC even more......
