ConEd provides steam to some buildings in Manhattan. The "smoke" from the manholes are relief valves for the steam distribution system.

Think about it.... everything in New York is BIG!!! Like Skyscrapers, and tall Hotels, etc. It is where their waste water goes in the sewers.

Also a sign that the weather is bitter cold too!!! if you think logically, you will get the idea where I am coming from.

Never been there but I'm guessing it must be because warm water runs down there and when it reaches the cold NY air, it condenses forming what looks like steam or smoke. Same thing happens when you breathe into cold air.
