The District of Columbia and the city of Washington are coextensive and are governed by a single municipal government, so for most practical purposes they are considered to be the same entity (this was not always the case, though, as there were multiple jurisdictions within the district as late as 1871, when Georgetown ceased to be a separate city within the District). However, although there is a municipal government and a mayor, Congress has the supreme authority.

Washington, D.C. (District of Columbia) is our United States capital city, and is not a state or territory.
It's the only place in the US where people pay taxes but have no voting representation in Congress. Many people in Washington have a license plates that say "D.C. Taxation without Representation" Washington as originally planned was supposed to be divided by the Potomac River, and was to be a perfect square. The land for on the eastern shore of the Potomac was to be given by Maryland, while that on the western shore was to be given by Virginia. What happened was that Virginia didn't give any land, so the map of Washington is that of a square on the North, East, and part of the South, and on the West, it ends at the Potomac River.
