Uhh...as many have already responded, cities don't have capitals; states and countries do. But I guess if New Orleans were to have a capital...may I suggest the French Quarter? I've been there once in 2003 (pre-KKKatrina), and it was kinda okay for a 1st time. NO is virtually wiped off the map now :-( |
