cheap and safe are not neighborhoods that are acquainted with one another. The closest you might come is Bay Ridge, Brooklyn or the North Shore of Staten Island.
S.I. may be a bit cheaper but you can't get to Manhattan by subway. You would have to take the ferry or an express bus. Both areas are safe and moderately priced, that would be closest you come to cheap in a safe neighborhood.
Bay Ridge you can take the train to downtown Manhattan but I take a bit more than half an hour.

The cheapest area in Manhattan will probably be Washington Heights right now. No one wants to live there and it's mostly Dominican.

Cheap and Manhattan just don't go together. However, if you want to be close to downtown, Jersey offers the best options (Jersey City, Hoboken, and others). Easy access using Path train.

As for other suggestions, despite what other people have said, Washington Heights is a vibrant hood, but it ain't cheap, and it currently has a Tony award winning musical named after it.

jo
soho neighborhood. it has some relatively cheap apartments too, and the neighborhood is generally safe. except for harlem and Washington heights (two areas you probably do not want to live), prices for even small apartments can be very high, so you may opt to just find a place outside of Manhattan, yet close to the george washington bridge, where prices can drop significantly

Try Hoboken, New Jersey.

Larchmont is 21 miles away and has apartments, condos and homes. Not outragoues prices and a train ride away from Grand central. I have relitives there and they love it! Extremly safe and mainly residential. Low crime percentages and great if you have kids. If you are attending college it is conveint and cheap.

I actually live in Washington Heights. It is a fine neighborhood. It is about 20 or 30 minutes from Midtown Manhattan (though technically still in Manhattan). I wouldn't call it cheap, though. I pay $1,150.00 a month for a small 1 bedroom apt. You aren't going to find much cheaper than that on the Island, and frankly, if you want anything cheaper, you are likely going to have to expand your search and look further out in The Bronx, Queens or Brooklyn.

I second that list. I'd search craigslist, look into train connections and routes from each area, and then throw those back on here for some more input. Each area and street will vary in terms of safety, price, and travel.
