I've been there at both times & must say that I've liked them equally. Here's a good way to make a decision...during the day, especially when it's very clear outside, you can see for MILES. If that's your desire, then go during the day....BUT if you love the nightime & brightlights of the Big City -- then go at NIGHT. It's gorgeous in a whole 'nother way. If you can't decide...go at dusk when it's still light outside & wait on the observation deck until night falls & all the lights come on! Tip: bring cash -- I think the admission price has risen -- it's like $40/pp to get to the Observation Deck & $20/pp to get to a lower (less impressive) level.

The best time of the day of being at The Empire State Building, on the 86th Floor observation deck is during a clear day in the middle of the afternoon. You could possibly see six other states from there.

night

If you're going to go up to the observation deck, I would recommend daytime so you can see everything clearly, and see for a good distance. At night it's pretty to see the city lights, but not necessarily to be on a dark platform high above it.

jelly tots
day, but it has to be on a clear sky day. Then you can see all the way across the river. Amazing

Both, go down in the afternoon, see some more sites and hit some bars up. Than go back to the empire state building. (At night of Course)

Go to the Top of the Rock at the Rockefeller center instead.
It has a much better NYC Skyline view and less crowds.
It's great. When you go up you have glass barriers not bars that block your view. Also, going up the elevator is quite an experience:)
Try it you'll love it! Here's there site:)
