Hi you will find most of the characters at all the Disney parks. There is also a character breakfast which is excellent and worth going to. When you arrive at the parks get an itinerary and that will tell you when the characters are coming out for a photo shot. There will be a cast member to take the picture and they will give you a card and they will continue to add pictures which you can buy at the end. You can even do this once you arrive home which is helpful if you are rushed and forget to get them. the queue to buy the photos can be quite long.
The cast member will also take a picture with your own camera which is great as it means you can get the whole family into the pictures.
You don't need to worry about good photo ops as in my experience with the bright colours and interesting backgrounds the photos tend to come out great.

The best way to meet characters is to schedule a character meal. Character meals are held at different resorts and parks. To see Mickey, Goofy, Donald, etc., you can try Chef Mickey's at the Contemporary resort or Donald's Breakfastsauros (at the Tusker House) in Animal Kingdom. Of course, there are character trails and spots in the parks. Characters change up periodically so you have to be at the right place at the right time. |

Every park has meet and greets with the characters. The best place to meet each character is different depending on the character. The best place to meet Mickey and Minnie is in the Judge's Tent in Mickey's Toontown fair in the Magic Kingdom. You can also meet them in Epcot at the character spot near Innoventions on the way to The Land and Soarin'. Ariel is in the Magic Kingdom in her own grotto, not too far from Pooh and Tigger. Buzz Lightyear and Woody are at Al's Toy barn in the Disney Studios. The best thing to do is to get to the parks early and pick up a map and times sheet. On the times sheet it will have the times for the meet and greets for the characters, and where they are located. The other option is to go to a character meal, where the characters will come directly to your table for autographs and pictures. We do that every visit, if not with Mickey and the gang at Chef Mickey's a different character meal.
I would suggest a few sources to give you more specific information. First check out the Disney website. They have info about where the characters are and how to meet them. Next check out the disboards. The disboards is a message boards website that is all about going to Disney. You can get tips and tricks for visting the parks, resort reviews, restaurant reviews, and much more. Also, go to the bookstore and pick up the Birnbaums' guide to WDW. There are a ton of guide books out there but that one has worked the best for us.
As for the waterparks, I have only seen Donald once at Blizzard Beach. We usually make a trip to one of the water parks each visit, and like I said only saw Donald the one time.

Mickey and Minnie usually wait to greet guests in front of the Castle (Magic Kingdom) as the park opens. Mickey also appears in Mickey's Toon Town. Most parks will have daily schedules of character appearances. If you want a guaranteed meeting, a character meal is a good choice. Finally, arrive at any given park at opening, you will find that often, there are several characters waiting to greet visitors. On one visit to Magic Kingdom, we met up with Pinnocho, Gipetto, Robin Hood, Prince John, Baloo, King Louie and Chip n Dale |

If your going Florida, you will see them in Magic Kingdom, Mgm, Epcot & Animal kingdom.
Dont forget to take your autograph book and they will sign that for you when you have your pics done.
I took my kids for a month last year and ended up taking over 700 photos.

If you go to Magic Kingdom in Disney World go to toon town Mikey has his own tent and that's where you can meet him but the line is usually long in toon town you can see a lot of characters they are all inside so you still have to wait on lines. They start letting people in to see them @ 10 am so go there then or during parades so that way it isn't a long line |

Epcot is actually the better park to see the characters. The lines are much shorter. Mickey's Toontown fair the Magic Kingdom is also a good place. |

I think Disneyland Florida as my mom and dad got loads of photos with Micky and other characters there and where the castle is. also its as expensive to go to Paris so might as well go to America, the characters just walk around and are so willing to have photos with you and children. good luck and have a great time where ever you go! |

I got a lot of photos with characters in the animal kingdom, there is separate lines for you to queue for different characters i.e mickey, Minnie, Pluto,goofy x I also went to MGM studios and there was baloo, Pinocchio, the chip munks.... I never saw any at the water parks but remember they are only out for photos for a limited time so check your map (which you pick up when you go into the parks) for times of when they are out for photos....... They also give you a card which you can hand over every time one of the professional photographers take your photo and you can view all your photos at the end of the day or take the card home and order them from the Internet... hope you get to meet all your fave characters xx |

I don't know about water parks...but you will find the characters at all the Disney Parks. Magic Kingdom is the best for classic character pics. if you get a pic with mickey like at Animal Kingdom - he is dressed up in Safari gear.
At Magic Kingdom you go to the Toontown area and they have mickey's house where you can always find mickey mouse to get a picture with. then there is another indoor character area where they have three lines, each with different character themes. For example one might be Princess and have Cinderella and Belle and the end, one might be Hundred Acre Woods and have pooh & tigger at the end and the other might be chip &dale...etc...so that is great for photo ops. then other character are around the parks.
Character Dining is also a great choice to get lots of pics...and is a good way to knock some time off standing in line for characters. You need to make reservations but you could eat at The Crystal Palace for a buffet inside Magic Kingdom and then they will have the Pooh characters for photo ops...of there is Cinderella's royal table for of course...cinderella and fairy godmother and all...or ther is Liberty Tree Tavern that has minnie and friends...but she will be in colonial costume...not traditional minnie there. |
