California has the ugliest people personality wise. Southern California is over populated and the people are meaner than anywhere else i have ever lived. This state is a hole. I can't wait to move out of here!

It sorta depends. There's not really an average beauty level, there's just the way you choose to look. Do you mean facial expression-wise? I don't really know, it depends on your genes, your race...As for fashion-wise, it depends on where you live. I'm sure that people in Alaska dress differently than people who live in Florida or Texas. There are many different opinions of "beautiful" and "ugly." Sorry if this isn't really what you're referring to. =]
