I actually had to answer this question that was posed by an out-of-town colleague who recently was here for training. And the answer is: only those who can't afford to not live in Detroit.

I use to live on 7mile and Outer Drive. Then moved to Rochester. Two different worlds. Like crossing from the Detroit city limits to Grosse Pointe Shores. I honestly loved living on both sides. But moved recently to Florida. I miss 7mile anyday now except for the snow, Chicago's (hometown) snow melts faster.
