Why do the buildings in new york all have metal staircases down the side of the building?

They're called fire escapes. They're used to get out of your building in case it caught on fire and you weren't able to get down the stairs inside the building like you normally would.

In case of fire, you can avoid the internal stairs.

These are fire escapes. In London most fire escapes are internal, so you don't see them, although you do see the external metal kind sometimes, especially in older buildings which have had fire escapes added after their original construction.

In the us the fire regulations are different than in the UK, the ladders you see are fire escapes and are a requirement for both commercial and residential dwellings.

When the building burns the metal stays upright the longest, so people can escape the building.
This was an older fire solution before sprinklers and such were put in.

It is used to escape from your dwelling when there is a fire or by teens when they need to sneak out after they get grounded.
