Are you a US citizen? How old was she when you married her mother? If you are a US citizen AND if she was under 18 you can petition her as your stepdaughter. However, since she's now over 21 it will fall under Family 1st Preference, not Immediate Relative, which means the wait for a visa will be about 6 1/2 years. They are now processing petitions filed the week of June 15, 2002.
If she was over 18 when you married her mother then you (US citizen) cannot file for her. Her mother (green card) would have to do it. Since she's 21 she falls under Family 2B. The wait is almost 9 years. They are now processing petitions filed the week of March 22, 2000.
If he mother becomes a citizen during the wait the priority can be upgraded to Family 1. If the girl gets married, before the mother is a US citizen, then the petition becomes void. Only a US citizen can file the petition for a married child.
