The PC answer is that if your wife has a Vietnamese passport, she is a Vietnamese citizen. If your wife is hilltribe and carries a Vietnamese passport, she is Vietnamese.
If your wife was born in Vietnam and moved to the US or elsewhere when a youngster, then she is the nationality of her parents - if they adopted a new nationality in their current place of residence. This makes them "Viet Kieu" (Overseas Vietnamese), but will soon be able to carry two passports as Vietnam is considering dual-nationality (which is not available at the moment).
If you look at your wife's Vietnamese ID card, it probably says something other than "Kinh" which is the primary category of Vietnamese here...but she is still Vietnamese nationality.
For point of reference, I am an American who happens to be Jewish. I am eligible for automatic citizenship in Israel if I so choose (which I do not). However, does that make me any LESS American than a WASP (White Anglo Saxon Protestant) who founded the country?
Of course not.
The same principle applies to your wife UNLESS she has officially changed her nationality.

God I love Izzy's answer. It is very PC. Your wife is Viet but not Viet? how cool. Does she wear a funny hat and have hair down to her calves? if so she is AMERICAN/Hmoung. No matter were she came from in Vn she is Viet Kieu. if she has assimilated one molecule of American culture. My condolences, she's no longer Vietnamese. She's been "Americanized".
