Get a CELTA / TEOFL certification and do a bit of googling on teaching english in Vietnam. Then decide the best way to proceed.

ID's post is the best. Your friend must be certified to make good money (currently about $600/week for 40 hours). He must also be willing to sign a one year contract. There are about a Bazillion language schools in Saigon.
