Hanoi is always a capital of the Socialist Republic of Vietnam since 1954. This new name was approved in 1992 to replace Democratic Republic of Vietnam.

After 1975, the new government changed Saigon to Ho Chi Minh city but to all Vietnamese who live abroad, it's always Saigon. Ho Chi Minh is recognized by international community but most Vietnamese still call it Saigon.

Ha Noi was always the capital in the north. And it was the capital of Viet Nam during the French colonial period. When the French split Viet Nam, Saigon was designated as the capital for the south. After reunification, Ha Noi was the capital by default, and Saigon was renamed as Ho Chi Minh City, but most people today still refer to it as Saigon.

With the fall of Sàigòn to National Liberation Front and regular North Vietnamese armed forces on April 30, 1975, political authority within South Việtnam was assumed by the Provisional Revolutionary Government of the Republic of South Vietnam.

This government merged with Democratic Republic of Việtnam on July 2, 1976, to form a single nation officially called the Socialist Republic of Việtnam (Cộng Hoà Xã Hội Chủ Nghĩa Việt Nam), or more commonly known as Việt Nam.

Hà Nội was the capital of the Democratic Republic of Việtnam and became the capital of the Socialist Republic of Việtnam on July 2, 1976.

There was no Socialist Republic of Vietnam in 1975. After the Fall of Saigon, South Vietnam is governed by the communist Provisional Government of Southern Vietnam, and the capital of Vietnam was de-facto Hanoi. SRV is formed in 1976, the capital as of today, is Hanoi.

ok, if u r VN, i can only say tat u r freaking dumb n stupid.....Ho Chi Minh City n Saigon are the same crap.....Phnom Penh don't belong to VN...it belong to Khmer.....

to answer ur question, the answer is Hanoi.....they never created a new capital for VN.....they use their current one, Hanoi....
