The tourist center in Noi Bai is on the second floor (departures) between the International and domestic ticker counters. It is open infrequently, and you're probably better off waiting until you get to Hoan Kiem Lake.
The North side of Hoan Kiem Lake is another tourist center and probably the biggest in Ha Noi. It's on the first floor of the four story building with the balcony restaurants, coffee shop, etc. You have to be blind to miss it.
There's a bookstore on Tran Tieng (???) street in Hoan Kiem District (okay... I know.. there's dozens of bookstores on Tran Tieng Street) The one in the International center building where CitiBank is at. About two doors down is a big bookstore. to the right as you go in is a wide selection of tourist publications, which includes maps and some excellent tourist guides.

Not sure if you can get a map at Noi Bai, I usually see sovenirs there rather than something like a map, sad but true. However, it's not difficult to get one. Yes, there are some places near Hoan Kiem lake where you can get those information. However, bear in mind that English is only the second language here, not all people can speak English, especially old people. |

The first 2 answers are good and I would add to those. I was in Noi Boi this afternoon and I didn't see any free maps. Go to tripadvisor.com and read the forums on HaNoi and also Vietnam. You will probably find what you want there.
