Can you buy a three-story home in Vietnam with a down payment?
Someone who lives in the US for over 30 years just "put down" a payment of $40,000 in US dollars for a pretty three-story home in Vietnam. (sorta cramp in terms of furniture) Now he has to make payments of $50,000 he owe.
1. Can you make down payments in Vietnam or must it be in full?
2. Does a home in Vietnam really cost $90,000?
My thoughts are that the house can't be worth that much because I know $1 goes a long way. I cannot imagine wiring loads of money overseas to pay for a house. Doesn't the Vietnam government tend to take away homes/property that are too wealthy?
I do know that US citizens cannot place property in their name.

Ok... YES, you can put a down payment on a condo (or house under certain circumstances which I will get to in a moment) provided that the builder accepts that conditions, or the bank accepts.
If he bought a "house" then he's either Viet Kieu (overseas Vietnamese) or has a Vietnamese wife. Otherwise a foreigner CANNOT buy a "house.
No, the government does NOT take away people's houses from people who are too wealthy. That's a load of crap. Maybe during the revolution, but not today.
Phan Thiet is a great place to live, but the real estate there has been increasing in price substantially during the last few years.

The price will depend on where in Viet Nam you are wanting to buy. Prices in HCMC are on par with prices in NYC.

other city like Ho Chi Minh city or Hanoi can be a lot more expensive

I don't know everything you are concerning but I can tell you that houses in Hanoi or Ho Chi Minh city (HCMC) in Vietnam are expensive. People are mostly live in the small houses or apartments. In Hanoi, there are about > 70% people who own the houses or apartments, the other people have to rent, and the number of people who rent houses or apartments are increasing slowly, due to both price and living habit.
The average price of property in Hanoi is around $1000/m2. So that with $90,000 perhaps you can buy a house around 90m2. It's very normal ^_^

In HCMC it is really expensive.
In Phan Thiet i think that it is quite cheap.
If you are going on tour then you better just go into a hotel!~
