no traffic laws.....we have traffic laws but most people don't follow the laws..

There are traffic laws, but most people there don't pay any attention to them at all. So to be safe do not drive, just be driven!

The laws are there, the enforcement often isn't. People generally stop for traffic lights in Ha Noi, but enough people run the lights that you had better look both ways, all the time.

I think the original "rule" was that if you struck someone, you were at fault - thus people pull out, turn, stop suddenly, without looking or signaling. I remember reading last year that the govt was going to start holding people who caused accidents responsible - though what the means now, or how it was to be implemented I don't know.

Govt implemented a new motorcycle helmet law in mid-December. People went out and got their helmets and are wearing them. But people on 2ndary streets are starting to not wear them. If enforcement starts to be lax .......

well there are laws that require you to wear a helmet when driving and riding a motorcycle/skooter. Cars have the right of way; motorcylcles are last proirity. thats all i know.Traffic in Vietnam? Man its crazy! your're always stuck in traffic and not a single day wheres there isnt any traffic. well in Saigon and Ho Chi Minh that is.

There are laws, but you have to follow the traffic. One time, I stopped at the red light on street at night. People screamed at me because I blocked the traffic. Watch out for cops too. If you see cops at the traffic lights or on street. You must ride by the rules.
Be careful with the big trucks and cars, they won't yield you.

There are laws, mind you! But some uneducated people ignore them (not everyone), just like anywhere on Earth, especially they ride motorcycles, really flexibly. Cars are just too bulky to cut people off and stuff.

But you know what, if you have good mentality, and good motorcycle skills (not that hard), you will take a little perverse pride in Saigon's traffic like me. Although, it's best to ride in the city central area.

It is great fun to feel free, not confined in cars, as long as you follow the rules, everything is cool. Sometimes, you will even admire yourself having done a neat "stunt" with your ride.
You will fall in love with it.

In the cities, Hanoi and Ho Chi Minh City in particular, traffic is out of control. There are few cars and there are thousands of motorbikes and bicycles. Not many people obey traffic laws, and pedestrians definitely do not have the right of way...I almost got hit by a motorbike twice. Vietnam has 30 traffic accidents daily (a statistic I was told by my native tour guide when I was there in November).

The perceived Rules of the Road for VN:
the bigger object/vehicle has the right of way
Car & truck --> car gives way
Moped & bus --> moped gives way
Pedestrian & all moving vehicle --> people better watch out.

If I was a tourist I would take taxi - the one with meter, they're cheaper now or ride motocycle with someone you trust.
