You can do that anywhere in Ho Chi Minh City. You don't have to go to a coffee shop for that.

Legally and Foreigner and a Vietnamese cannot share a hotel room without a marriage certificate. So That is out of the question. For coffee shops they are a dime a dozen, but very nice private ones are a little more rare. It depends on what district you want to go to. I like "cafe unique". There you can get a private little booth, or even a room to yourself. In District 1, I see many couples just go to the park.

Rent a hotel room in HCMC and order coffee from room service. Then, you and your girlfriend/wife can "hug and kiss without inhibitions" and "have cushions" too! Plus much more, of course! Why worry about looking for a public place?
