Yes ! they can call both of names : Ho Chi Minh anf Sai Gon. and most of tourist come to Vietnam they calling : Ho Chi Minh city.

Yes, vietnamese people who are anti-communists prefer to use Sai Gon. Even in the city itself it is still commonly used.

The train still goes to SaiGon but the city is HCMC. My Uncle who lives in SaiGon District 1, calls it by both names. Cheers
