Not really sure, but I spent two years there & NEVER saw a stray dog. So -maybe!

Yes, dog is eaten over here and is pretty tasty. If you don't want to try it when you visit, don't eat "thit cay". That is Vietnamese for dog meat.
I hate to tell the other poster that she is wrong, but I can buy thit cay at three or four places within two kilometers of my house in south Viet Nam.
I'm a former Marine, so food doesn't scare me or give me the "willies" (too much,lol). My mother-in-law cooked up a bunch of bats for me when I returned to Viet Nam a few months ago. I wasn't real keen on eating them, but I ate one so I wouldn't insult her. It didn't kill me, but I won't be adding it to my diet back in the states. lol BTW, I asked her not to kill any more bats because I like having them around, they live in our coconut trees and eat a lot of mosquitoes.
As the another poster noted, Americans eat beef, chicken, pork etc. An animal is an animal, they just need the right seasoning lol.

@Ong Jon, Those guys with the cages aren't from the pound??? lol I haven't seen it called thit cho in my part of the "world", I think the natives like to distinguish between pets and food. My dog is so moui, but I couldn't eat him. lol
To the other poster who's a vegetarian, you're coming to the right place. They have vegetables here I couldn't begin to describe.

yes there are many dog meat restaurants all over viet nam.. it should not be politically incorrect to ask anything. i never seen anyone eat dog meat at home but in every city and town you will find areas ,usually 1 "block" that has 1 dog meat restaurant after another.. mostly men go there eat dog and drink beer.. you'll see the signs along stretches of highway, "thit cay " or "thit cho"....dog meat.. you may also see skinned cooked dogs hanging in markets, but that is not as common as the restaurants.. you will also see from time to time small wire cages just stuffed with dogs being transported on the back of a motor bike.. they're not going to the pet store ...

i visited my grandma not too long ago in vietnam and at some of the markets i saw dead, skinned dogs just hanging there. it was disgusting and VILE!

Yes they do. Now before you turn your nose up in disgust let me explain. The dogs they eat are raised in herd like conditions for the sole purpose of eating, just like we do with cattle, pigs etc. When I was in Vietnam I asked the same question. No, I didn't eat any but was curious about that aspect of their cuisine.

I don't know about Viet Nam, but some countries do eat what we consider domesticated animals, such as China, they eat CATS! :(
(this is a FACT! it has been on Discovery Channel or similar!)

Some countries eat camels, some eat dogs, etc!!!! We eat cows, pigs, chickens, alligator, ostrich, and more, so we really can't say too much!

Yes, they do eat dogs in Vietnam, especially at the North. For us, however, we're looking more for on vegetarian meals whilst visiting Vietnam!

They only eat dog in North Vietnam. It is a common source of protein up there but never in South Vietnam.

It may be a good idea to research the country and culture before visiting Vietnam. I have feeling that the only meal you'll taste is your foot in your mouth.
