Your mom's benefits after your Dad's passing would depend on your Dad's benefits claims were. For example, my Mom would continue receiving a monthly stipend as well as medical coverage after my Dad's passing due to his VA benefits status. However, she would not receive benefits if we didn’t go through the claims process.
You should know the VA is not just going to hand over the benefits to your Mom simply by her asking. She will need to do some footwork to make it all happen. I advise that your Mom visit the closest Veterans Affairs office or a VA hospital and talk to a counselor for information she will need to apply for your Dad’s benefits.

Mojave Dan pretty well has answered your question. If your Dad hasn't already been established in the VA system or if he isn't a retired Military Vietnam Vet it might be hard to get any pension. As Dan said go to your local VA Consular and have them help her. Good Luck C
