Vietnamese are usually friendlier to foreigners than to locals. They are currently some of the poorest people on earth, so being friendly will get them to earn more foreign income. However, Vietnames officials are not friendly people. They make you wait and wait hoping that you could give them a bribe so that they could add to their wealth. They usually don't go by the books and when they see the weakness in your speech or understanding they will charge you more in different fees.
Geographically, the south is more friendly than the North. The North thinks that they won the war and as a result became arrogant. The Northerners collectivized many of the buildings and land that was owned by people of the South. They treat their own people with inferiority.
Also Vietnamese will not treat ethnic minorities with the same rights. The Chinese and other smaller ethnicities cannot take higher posts. |

Ok, take this for what it's worth.
I have been living in Vietnam for 17 years, both north and south.
The northerners have their own style which is more "reserved", but they are just as friendly as the people in the south - but in their own way. When they take you as a friend, its for good times and bad.
Southerners are more open about their feelings, probably because of their business acumen and are natural born salesman. They're always looking for a business angle.
The girl's comment about hating to come into contact with northerners... You wouldn't be the same girl who made that comment in her blog last year and got a lot of trouble for it are you?
Bottom line, in 17 years, I have NEVER received ANY poor treatment or was made to feel unwelcome ANYWHERE in Vietnam from ANYONE.
At that's the G-d's honest truth, so answer to your question is YES, Vietnamese are very friendly. |

Well, I agree people in the south are friendlier than in the north, but it has nothing to do with the war. For your information, the war was over a long time ago and no one cares anymore about which part of the country won, we're Vietnam after all. Back to the question, people in the north tend to be more reserved, that's why they make you feel they're not so friendly.
And yes, it depends very much on the person you're talking to. |

Yes...?
I think it would depend on the vietnamese person. His or her personality would lead you to think if he or she is friendly or not, not because he or she is vietnamese or not. |

yes i do . all in all viet nam is easily the friendliest places i know. any and everyplace you go , whether it country or city people are eager to help you open to meet you, interested in talking with you.. and that is not just for tourists that is the way they treat each other.. vietnamese refer to each other in family terms . calling each other , brother, sister aunt , uncle .. and always respectfully.. its a rare occasion that vietnamese show anger or INTENTIONAL disrespect toward anyone.. they treat animals like..like..like groceries though... |

I completely agree with master luc. I've witnessed many scenes in which Vietnamese officials take advantage of their jobs and force bribes from foreigners of which many of foreigners know nothing about. I personally hate coming into contact with the North Vietnamese because they (not all, but most that i've came into contact with) are arrogant and use a loud tone to talk as if everyone is below and inferior to them. But to directly answer your question, i think it really does depend on who they are.. THere are nice people and assholes everywhere you go. |
