The post office sells postage stamps for international mailing. I think they are about 80 cents but I am not sure.

A first class international letter destination to Vietnam costs $0.94. You will need two (2) first class stamps and one (1) ten cent stamp on your first class envelope.
In lieu of stamps, you could go to the post office or packaging service (such as the UPS Store) and post mark it with the correct postage.
Addendum: You don't have to take your international letters or parcel to the post office so long as you have the correct postage and correct address. That's one of the reasons why post office personnel get paid the big bucks.

You have to take your letter to the post office. You can't just put some stamps on the letter and expect it to arrive in Vietnam. You have to take all letters to the post office if you want to send it overseas.
