Probably the best city for the number of flights and being close to Vietnam would be Hong Kong. Kunming in Yunnan Province is probably the closest large Chinese city to Vietnam and although I can't say for sure, may have train service to Vietnam, but most major cities in China will have flights to either Hanoi or HCMC. With a few exceptions, almost everyone requires a visa to enter Vietnam, check with the Vietnam Embassy in your country.
