there is no direct flight to hue from manila.
you can either fly manila-ho chi minh-hue or manila-hanoi-hue.
the best is to take vietnam airlines so you can buy the hanoi/ho chi minh - hue together with your main ticket, and saves you the hassle.
you can break your journey too if you want.
