You are going to find it a bit difficult to just "walk in" and volunteer. I worked with an NGO in VN for several years. I started by volunteering, but it was a challenge to find an NGO that was interested and find one that could use my skills. You don't indicate how much time you have and what skills you want to offer.
Once I was working for the NGO, my interest in volunteers was limited - unless they were Vietnamese. We set up an intern program for Vietnamese college students and recent grads. But the few non-Vietnamese that contacted us to try and volunteer did not have much to offer.

ho chi minh is more of a city area while hanoi is more rural. so depends on what kind of volunteering work you are doing there and if you are prepared to face the harsh environment of rural places.
