HaNoi by far has more culture and sites to visit. You can even work a day trip into several close by sites too, Ninh Binh area and HaLong Bay for example. Both very beautiful and romantic.
HaNoi has many Pagoda's, Momuments and beautiful lakes. Nice to set at a little cafe and sip iced coffee watching the friendly people.
