Work permit is easy to get. But to do business here, it's better to go here and have a look first, at least you should know a little about Vietnamese culture.

Your going about starting a business backward. If you don't know how to start a business or get a visa in your target country, you have no chance of being successfully. Viet Nam is nothing like the US or France.
