There should be an embassy in London for that , if you go to one they will at least be able to point you in the right direction for the Vietnamese embassy , that's where you will have to get your visa.
unless your just going for a holiday , sometimes the travel agent can advise you as to whether or not you can get a visit visa on the plane , we were issued a visit visa actually on the flight to fill in for Canada.
The best bet would be the embassy , but a travel agent would be able to point you in the right direction.

Go to:- vietnamembassy.org.uk/consular.html and download the application form.
Need to send them:-
Your passport.
Passport photo.
Self addressed envelope.
Application form.
Cost is £38 plus £5 for return of your passport by registered post. Pay by postal order as they don't accept cheques.
Took 5 days to come back.
