a re-entry permit is usually given to green card holders(legal residents of foreign citizenships) holders who were not able to comply with the conditions of their stay in the united states(e.g. for immigrant visa those who stayed out of the united states of america for more than a year). but for tourists only a visa would suffice.

If you are not US Citizen, and NOT legal resident, than you need to check your visa. As long as it's valid you can enter the States. No worries.

OR
2/ A re-entry permit if you can't apply for your own country passport.
