Get the forms from the post office, have a passport picture taken at walgreens and mail it in with some money. Could take 4 months so I hope you aren't in a hurry.

Go to the US Post Office and ask them what you just asked here. Then after you get a passport you can go to the Vietnamese Embassy and apply for a Visa. Cheers C
