Hello ! yes depending on you, i don't know about the cost of flight, i just know the cost of some tours and rooms ( in hanoi capital) like :
- standard room around from 10$ to 20$ ( depend which kind of hotel would you like to stay ). deluxe room from 25$ to 35$ ( depend...as well)
-some tours for full day are : 25$ , 30$, 35$ ( depend what;s quality) some place: Perfume pagoda, hoalu-tam coc, city tour,halong-bay 1 day ............just for group tour, if you want to do private tour, it's more expensive.
-tour for 2 days and 1 night : like: Halong-bay, tranditon villages the cost will be from 50$ to 90$ ( depend..)
-tours for 3 days and 2 nights : halong- bay, Sapa.....the cost will be from 130$ to 150$
-tour for 3 days and 4 nights ( 2 nights on the train, 1 night in hotel and 1 night in homestay with local people there) : just for Sapa tour or Sapa- BacHa market tour, the cost will be from 160$ to 180$
depending how much could you spend for tour, they have to organise for you what's quality tour.
About Hue- Hoi An old quater, the chespest for the room there will be 20$ , and just have 3 floors in old quater.
From Hanoi to Hue-hoi an, you can catch the night train or plane ( train ticket about 50$ , plane about 105$ )
...........and from vietnam you can visit ; cambodia, monglo, Laos, Thailan, india aswell, close and convenient place

It depends on how long and how comfortable you want to stay in Vietnam. It costs about $1200 for a round trip plane ticket. Foods are cheap, but good. Sometimes venders are a little dirty but fresh, really cheap though. You can buy a meal with $2 the cheapest. Of course can eat well in a good restaurant with $10 per person. There are so many different types of hotels, different prices, range from $20 to $ 200, depends on how good the room you want, I think $100 should be OK.
Most my people go to Vietnam would go to Thailand because it's close and cheap. China, Malaysia, Singapore you might want to consider.

around 2 grand for the round trip ticket. You can spend 20 dollar a day. It depends on your spending. If you can eat as Vietnamese at the cheap and delicious restaurants and stay in cheap hotel. It saves you a lot of money.

about up to 2000 for the flight, and maybe 10-20 bucks spending money for a 3 week stay
