If you an engineer from vietnam and you come to the U.S.A are you still an engineer ?

Your education and experience as an engineer in Vietnam will still make you an engineer in the U.S. Unlike in Vietnam, you can be certified as a professional engineer in the United States. P.E. certifications are applied by each state. General requirements is working under a certified P.E. for two to four years and passing the state P.E. exam. Although being a P.E. has benefits, you don’t need to be certified to work as an engineer in the U.S. Education and work experience will suffice if you can find an opening.

Many foreign engineers work in the U.S. under a H1-B visa. An unfortunate situation is H1-B workers are usually underpaid and often exploited by U.S. companies. Then again, it’s an opportunity for you to visit, work and possibly legally immigrate to the U.S.

Yes, depending on what your definition of "being an engineer" is. Based on education you received in Vietnam, you might not be able to get certified to work as an engineer in another country. You may have to take other required courses, or pass a few tests.

You'll probably need to take some courses / get some university credits in the US in order for US employers to accept your VN engineering degree.

I know from Thailand that Thai engineering degrees are accepted internationally, but most foreign employers don't hire unless Thai engineers can prove relevant work experience at a multinational company.

Technically yes, but you might have a problem getting a job, since most employers don't know what type of reputation a vietnamese college has.
I'll give you an analogy. There are doctors from your are, and the philipines who are working as nurses, but the money is too good for them to pass up.
