I was in HCMC for about 2 1/2 months during my last visit to Vietnam, and I have never seen a day that Cho Ben Thanh was completely closed for the day. If Cho Ben Thanh would close for any holiday, it would be for Tet. I wasn't in HCMC during Tet, so I wouldn't know if it closed.
My wife and I rarely shop at Cho Ben Thanh in favor of An Dong Market instead. Cho Ben Thanh is a tourist trap and An Dong is so big that it makes Cho Ben Thanh look the size of a convenience store. My wife believes the best days to shop at either market in mid-week. The worst is the weekend.
The retail part of Cho Ben Thanh closes daily at around 6:00 PM - 7:00 PM when the street restaurants around the market open for dinner. By the way - If you want to have an excellent dinner, you will want to eat at the street restaurants around Cho Ben Thanh at night. They are nothing less than incredible. They served some of the best meals I've had in all of Vietnam.

@ MojaveDan: it is AN DONG market, not AU DONG! you made a mistake over there. It's a market near China Town.
oh yeah! it never closes except late at night when the night market is open for selling food! And the food there is delicious too. The ambiance is exciting with lots and lots of foreigners there. You can see people coming from lots of nationalities. A good place!
Ben Thanh Market sometimes sells things at a higher price than outside, but there are things sold there that nowhere else will ever sell, especially souvenir like craft, lacquerware
