Definitely US dollars (over Thai Baht). However, the best way is to bring your credit and/or debit cards and get cash directly from ATM's in Vietnam. You'll have the best exchange rate that way.
Note to Melan N.: Your answer is not responsive to the question. Access to a currency conversion calculator does not address whether its more advantageous to bring Thai Bahts to Vietnam to exchange for the Dong there or to exchange to the dollars first in Thailand and bring US dollars to Vietnam.
