BLUE-First World: the United States and its allies.
RED-Second World: the Soviet Union and its allies.
GREEN-Third World: Non-aligned and neutral countries.

technically i guess so , i believe you have it right; 1st world- capitalist , second world- commies, 3rd world,- developing countries.. so vn being communist would fall in that category but .. i'd say today its more of a developing capitalistic nation even as it has a communist government..

If you are referring to the economic status of the country, yes it is developing. Some of the details from the photo's is already outdated. Soviet Union does not exist today and Vietnam is embracing the democratic way of governance. China perhaps is somehow considering some of the views because of it opens its doors to the International Community and adopting rules required or imposed by the IC.
