Technically, Vietnam is a single party state with the communist party being the single party. Vietnam’s current government structure is actually very similar to a democratic form of government with exception that there is only one party and that party makes all the rules.

Plainly speaking, Vietnam currently has a central controlled (communist) government and a market controlled (capitalist) economy. This is the same as China's government and economic control. By the way... China and Vietnam are the fastest growing economies in the world right now.

Before 1986, Vietnam’s government and economy were both strictly central controlled, which some may label as Soviet style communism. North Korea and Cuba are the only two countries in the world still under such control and both are among the poorest countries in the world. Go figure...

YES and NO.

Vietnam is led by a Communist Party, BUT the economy is open to all types of economic factors. The market is plenty of goods and people are spending more and more for themselves.

Vietnam is considered as developing faster than some developing nations in the region.

Yes, very much so but they are pretty open to outsider. But the seller are a bit pushy. They're not rude but they dont like to take NO for an answer. If you're an American, make sure you let them know that you're an American because they'll treat you better. That's from experience.
