No, not at the moment. The no-frills airline, Air Asia flies to Hanoi from Kuala Lumpur but not to Ho Chi Minh city.

Nope, no budget airline for HCMC-KL. You have 2 other options though:
1) Fly Air Asia budget airline to Ha Noi, then from the Vietnamese capital take domestic flight to HCMC.
2) Travel from KL to Singapore, then take Tiger Air budget airline from Singapore to HCMC.

It's not a budget airline, but I would think Malaysia Airlines would likely have the cheapest flights between HCMC and Kuala Lumpur. I just checked on a few discount flight sites, and Malaysia Air is offering flights over $150 cheaper than the next cheapest airline, which is Vietnam Air.

None at the moment. If you really are planning to get to these destinations at the moment, this is what I can suggest
a. from HCM, take Pacific Airlines (a budget ailine which is a subsidiary of Jetstar) to get to Hanoi.
b. from Hanoi, take Air Asia to get to KL
If you can wait till July this year, Air Asia is opening its Vina Airlines (its hub in Vietnam) which will offer direct flight from HCM to KL
