Your question is short, vague and probably in the wrong category. However I will give you the best answer I can.
If you're not in the military or working for an airline, then learning to fly comes down to two things. Money and time. You have to have both at the same time or your days as a student pilot will linger on for months or years, as like myself.
If you want to learn to fly in Vietnam, then you will need more than time and money. You will also need a friend or family in the communist party or government. Technically, you cannot own a private aircraft in Vietnam. That in mind, opening a flight school in Vietnam at this time would not be a prudent business venture.
The Viets that learn how to fly go out of the country to do so. Australia is popular for commercial and private training. Russia is usually where military pilots are trained. Perhaps the future might change that. There are some excellent airfields left over from past wars, which would make excellent locations for flight schools.
