Before you buy a Sim Card in Vietnam, make sure your phone is a GSM and unlocked, otherwise it will not work.
Sim card value range from $100,000 Viet Dong ( US $1=$16,800 Dong)
Mobi and Vietel sim card can be bought all over Ho Chi Minh city..
Yes, you can receive and dail call to anywhere in the world.. |

You can also buy SIM card from VINA phone. Viettel is best if you're heading toward the Mekong Deltas, like Ben Tre province, in some places you won't be able to get any bar/signal with Mobi Phone.
