you can ride bicycle without license.but it's necessary to take it when you ride moto bike or drive car.
if you don't crash on some one or some where,don't cross to pass the red traficlight...if you don't make mistake,trafic police won't stop you.
but becarefull,the trafic in VN is very complicated.

You can drive for a short period of time on your overseas license. so long as you have a license to drive a motor bike. you can also apply for a license if you have a overseas licensee. if you do not have one you can apply for a license and take a short test to make sure you can ride a motor bike.
A lot of forigners do not bother with a license, but it is a chance you take.
If stoped by the police act stupid and not understand them, be polite they normally let you go.

You can bring or rent a bicycle in Viet Nam. You may be able to drive a motor bike providing you are 18 years old and have a license from your own country. I say "may" because I have heard conflicting stories. I have been riding my scooter for ten years without a problem, my Viet Kieu friend's get stopped and have to pay a small bribe.
You WILL NOT be able to drive a car or even rent one without a driver. A car license is much different and harder to get than a motor bike license

I've had my car and motorbike licence for 5 years. Because of the car licence I've got to renew both every 3 years. It was a nightmare getting it and it was a nightmare renewing it. You cannot get one on a tourist visa.(or so they say.) The problem isn't the police, its your insurance company. You have an accident without a valid licence and and chances are they won't cover you. (As a friends daughter found out.) The international licence I was sold by the RACQ in Australia is also not valid here in Vietnam. To upgrade to an open bike licence its $600 u.s.my friends tell me but that's a different set of hoops to jump through altogether.

you can ride a motorbike in vietnam but keep in mind that you may not be covered by travel insurance on the bike.

If you live in the US or Canada, get an international driving permit. It would be ok to rent the scooter or car in Vietnam with that document.

I don't know if you really want to drive a car in Vietnam. Scooters are always in the way and there's never a spot to park your car.
