I have never been to Qui Nhon, but, if you are going to arrive early in the day, you can try getting a taxi to take you to a cheap hotel - but I think you need to have a price in mind since they will be interested in taking you to the hotel that gives them the biggest commission. Before getting into the taxi ask about cheap hotels, get them to name one or two and then tell them no not those, but others.
If you are arriving late, book a more expensive hotel for your first night, and check out the nha nghi and other hotels / guest houses the next morning.
