South Vietnamese is the most of corruption in government systems, that why Saigon fall to commies. There were some very good generals, government officials and soldiers. But they couldn't defense South Vietnam when Thieu Nguyen ran away first and left the South for Huong Tran who had very close relatives on North Vietnamese.
