Trying to make a call to Vietnam?

So I have my friend's cell phone number and I can call it from my cell but it costs more money, so I want to call from a landline, my house phone.

The problem is, I don't know what numbers to punch in to get through.

The cell number is 077-30700
The number that shows up when he calls is 849-077-30700
He lives in Ho Chi Minh City, and the area code there is 8, I think
I was told to type in 011-84-97730700
But it doesn't work
Neither does 011-84-98-7730700

Please help! :)
Additional Details
011 because that's the number to make a international call, right?

Before you make that call, you should know that your phone company will probably charge between $1.00 - $3.00 per minute.

I use a third party LD service to Vietnam, which allows me to call any cell phone or land line in Vietnam from any cell phone or land line in the U.S. for less than 9 cents/minute. Private message me if you're interested, and I will give you the instructions for the service.

see about talking with your friend using Skype or Yahoo Messenger, or something similar. Free beats $$$ anytime! The connections are also usually pretty good!

if you want to dial - drop the first 0 from the cell phone number. As I recall, cell phones rely on the leading 0 to indicate it is a cell phone, so the city code doesn't matter. I text my friend in Ha Noi, from the US, using +849xxxxxxx - the cell phone number is 09xxxxxxxx if I am calling from within Viet Nam. 849 when calling from outside.

Why 011? I think only 084-907 730 700 could work since Vietnam's country code is 084, the other numbers are in his cellphone number ( an ordinary cellphone number in Vietnam is: 09xx xxx xxx) . When you dial a Vietnamese cellphone number, there's no city code included.
