There is no bus go direct from HCM city to Luang Prabang. If you wish to take the bus, you must follow one of the following options:
- Saigon-Phnompenh-Siemreap-Bangkok by bus and then Bangkok-Vientiane-Luang Prabang
- Saigon-Hue-Vientiane-Luang Prabang
Those two options are very hard and you should not take this route unless you must.

According to recent infos from HCMC's East Coach Station, the only direct bus from HCMC to Vientiane takes 48 hours (or shorter). There you'll take another bus to Vang Vieng, and then another one to Luang Phrabang.
