3. hello = xin chao ( i suggest you to use this one all the time, the 2 sentence above (1 and 2) are not common and very strange to local vietnamese)

No, don't use Robber's suggestions. Vietnamese don't distinguish the time of the day as far as greetings are concerned. They'll be rolling on the floor laughing their .ss off if you say "Chao buoi sang", "Chao buoi trua", etc.
Chà o is equivalent to Ciao in Italian or Hi in English. It's OK to just say "Ciao" or "Hi" but it's NOT OK to just say "Chà o". Chà o must be followed by the other person's name or title.
Chà o ông (to a man), chà o bà (to a woman), chà o cô (to a girl), chà o em (to a youngster), chà o bác (to an elder), chà o bạn (to a friend). This whole thing goes beyond language as it is more a custom thing than language. Normally people greet each other with a smile and a light nod; handshake OK. A simple Chà o ông or Chà o bà (said above) should be enough.
